Costa Mesa, Calif.; March 16, 2011 – Mesa Water District (Mesa Water) hired Justin Finch as Conservation Specialist, effective February 22. Mr. Finch has a Master of Public Policy from Cal Poly San Luis Obispo and a Bachelor of Science degree from San Jose State University in Environmental Studies. Prior to joining Mesa, Finch served as Water Conservation Auditor for the Los Osos Community Services District in Los Osos, Calif., and he held a similar position with the City of Paso Robles, Calif. Finch also volunteers for Habitat for Humanity.
Director Fisler Is Mesa’s LAFCO Liaison As Part Of His Water District Service
Costa Mesa, Calif.; February 10, 2011 – Mesa Water District (“Mesa”) Board member, James R. (“Jim”) Fisler, was elected to serve as the special districts alternate for the Local Agency Formation Commission of Orange County (Orange County LAFCO). The election took place due to Arlene Schafer’s departure from the special districts seat. Prior Orange County LAFCO special districts alternate Charley Wilson won the seat, and Jim Fisler was then elected to the special districts alternate seat.
Costa Mesa, Calif.; February 3, 2011 – The Mesa Water District Board of Directors unanimously awarded a $16,871,400 construction contract for the District’s Colored Water Treatment Facility improvements to Brutoco Engineering & Construction on December 7, 2010. Based in Fontana, CA, Brutoco was the lowest of five contractors that submitted bids. Construction began January 3, 2011, with completion planned for mid-2012. The project’s construction manager is MWH Constructors, and the design engineer is Carollo.
2011 Marks the Silver Anniversary of the District’s Water Education Program for Adults
Costa Mesa, Calif. – In 2011, Mesa Water District marks the Silver Anniversary of its annual Water Issues Study Group. This adult educational program, hosted by the District’s Board of Directors, is open to all Mesa Water District customers interested in learning more about topics related to groundwater.
Mesa Water District formed the Water Issues Study Group in 1986 to inform community members about water history, water sources, water quality, and other important water issues. This six-month adult program educates The District’s customers on topics such as water conservation, water reliability, and the various types of available groundwater.

Costa Mesa, Calif. – At its December 14, 2010 regular Board meeting, Mesa Water District named Fred R. Bockmiller, Jr. as the District’s President, and James F. Atkinson as the District’s First Vice President.
“Being elected President of the Board is a responsibility that I take very seriously,” said President Bockmiller. “I am honored to be serving a fourth term as the District’s President, and remain committed to our District’s goal of perpetually providing a safe and reliable supply of high-quality water to our customers.”

The Increase to AAA and AA+ Bond Ratings from Fitch and Standard & Poor’s Enables the District to Finance Water Infrastructure Improvements at Lower Interest Rates
Costa Mesa, Calif. – Mesa Water District (Mesa Water) has become one of a small number of water districts in Orange County, and the U.S., to receive an AAA bond rating from Fitch Ratings and Standard & Poor’s rating organizations. Fitch rated all of Mesa Water’s bonds at AAA, and Standard & Poor’s gave the District an AAA rating on its outstanding senior debt -- which was refinanced in 2009 -- and an AA+ rating on Mesa Water’s upcoming issuance. Costa Mesa, Calif. – Mesa Water District (Mesa Water) recently recognized two of its customers for using water efficiently in order to conserve our community’s water supply, as well as protect our environment and quality of life. The District gave a Water Conservation Award to John Wayne Airport, Orange County, and to ProntoWash Eco AutoSPA, of Orange County, for these organizations’ commitment to conserving water and reducing water pollution.

Costa Mesa, Calif. – Mesa Water District (Mesa Water) celebrated its 50th anniversary Oct. 13 with a VIP event attended by Congressman Dana Rohrabacher, Henry Segerstrom, Costa Mesa Mayor Allan Mansoor, and more than 80 community leaders. Guests included local business, government, nonprofit, and water officials, as well as Mesa Water notables, including the District’s prior Board members and General Managers. All were on hand to commemorate Mesa Water’s role in the region’s development, and its plans for getting closer to 100 percent reliant on local water supplies by 2012. The District can currently meet 92 percent of its demand with local water supplies.
